Simple stitch over:

The ruffled top is knitted flat in two pieces, front and back, and sewn together along the sides.

With knitting needles n° 3 EU / 3 US, cast on 92 (100) stitches and work in stockinette stitch for 32 (34) rows, slipping the first stitch knitwise at the beginning and purling the last stitch of every row (selvage stitch).
Row 33 (35): 1 selvage stitch, 5 (7) knit stitches, repeat [double decrease over the next 3 stitches, 4 (6) knit stitches] until the last 2 stitches, 1 knit stitch, 1 selvage stitch; 68 (80) stitches remain
row 34 (36): 1 selvage stitch, purl across until the last stitch, 1 selvage stitch
row 35 (37): 1 selvage stitch, 4 (6) knit stitches, repeat [double decrease over the next 3 stitches, 6 (4) knit stitches] until the last 9 (10) stitches, double decrease over the next 3 stitches, 5 (6) knit stitches, 1 selage stitch; 54 (60) stitches remain

row 77 (85) – Neckline shaping begins: 1 selvage stitch, 22 (25) knit stitches, bind off 2 stitches for the neckline, 22 (25) knit stitches, 1 selvage stitch
row 78 (86): 1 selvage stitch, 22 (25) purl stitches across the second side. Now, continue working only on this second side, leaving the stitches of the first side on a stitch holder
row 79 (87): knit the first 2 stitches, decrease 1 stitch for the neckline with a single decrease, knit across until the last stitch, 1 selvage stitch

Sew the pieces together using mattress stitch for an invisible seam. Sew one shoulder seam. For the neckline edge, with knitting needles n° 3 EU / 3 US, pick up stitches along the neckline and work 4 rows in stockinette stitch, then bind off.
Sew the second shoulder seam and the neckline edge.
Seam the sides for 20 (22) cm / 8" (8.7") from the bottom up.
